Both county keys are carried because an LFP determination needs both: FSA sets the normal grazing period per FSA county, and the USDM is aggregated per Census county. Neither key is reduced away — see "Resolving the fan-out" below. This archive reports every (Census county, FSA county) pair and combines none of them. Reducing to a single county grain is the consumer's decision, and the tables below are the records that decision touches. There is no default: taking the highest drought factor, taking the FSA county whose code matches the FIPS code, and keeping both keys are all defensible, and they disagree on the records listed here.
